If you mean an game were you have an strategic campaing were you recrut units and stuff with real time battles the closest thing i think of is Wargame Red Dragon.Its not WW2 but its set in 1985-sh with real units but an fictional war.In the campaings you gain points and have certain objectives to complete in a certain amount of turns on the strategic map. But the battles are fought manuely.Check out some gameplay vids for more detailed info.(Note that the AI in tactical battles is pretty bad)If you want something more strategic with some more diplomatic stuff Hearts of Iron 4 may be a decent choice. Its not actuely turn based and you dont take command over an city battle like were you order your troops to take an certain building.Again, check out some gameplay vids to see if this is what you are looking for.Hope this helps.
